Empire State Development Corporation (top) The Empire State Development Corporation (ESDC) is New York State's economic development agency. It assists the start-up efforts of businesses, and also helps firms to relocate to New York State, to expand their operations, to enlarge their workforces, and to compete more effectively in the domestic and global market place. ESD administers several programs including the statewide Minority and Women Owned Business Enterprise (M/WBE) certification program. To become a certified New York State Minority and/or Women Owned Business, a firm must be at least fifty-one percent (51%) independently owned and operated by a minority individual and or woman. Minority is defined as: Black persons having origins in any of the Black African Racial groups; Hispanic persons of Mexican, Puerto Rican, Dominican, Cuban, Central or South American descent of either Indian or Hispanic origin, regardless of race; Native American or Alaskan native persons having origins in any original peoples of North America; or Asian and Pacific Islander persons having origins in any Far East countries, South East Asia, the Indian subcontinent or the Pacific Islands. Firms in New York City and certain surrounding counties that have been in business for more than one year and are at least 51 percent owned by a minority or woman are eligible for certification. Under Local Law 129 of 2005, City buyers are held accountable for specific purchasing goals from City-certified M/WBE vendors. Prime contractors are also asked to meet certain M/WBE goals in their subcontracting. All certified M/WBEs have access to free counseling and seminars to help them access City contracting opportunities and are listed in a searchable public online directory that is used by purchasing officers and contracting agencies to find the goods and services they need. The World Trade Center Transportation Hub will restore the WTC PATH terminal and underground pedestrian connections to Fulton Street and the World Financial Center. To conduct business with the PANYNJ, firms must fulfill registration and qualification requirements. Businesses must complete a Vendor Registration form and if appropriate, a PANYNJ Minority and Women Owned Business Enterprise certification application or a federal Disadvantaged Business Enterprise (DBE) certification application. To become certified as a Disadvantage Business Enterprise (DBE) a business must be 51% or more owned and controlled by one or more "socially and economically disadvantaged" individual(s) as defined by the federal Small Business Administration. PANYNJ offers a Special Vendors Program that provides set-asides, price preferences and subcontracting to certified MWBE and DBE firms.
