Development of World Trade Center Site 5 RFP
The Lower Manhattan Development Corporation is committed to including minorities and women in the rebuilding of Lower Manhattan.
It is the policy of the Lower Manhattan Development Corporation (LMDC) to comply with all federal, State and local law, policy, orders, rules and

opportunities generated by LMDC’s participation in projects or initiatives, and/or the use of LMDC funds. LMDC is a subsidiary of the Empire State Development (ESD)
and applies ESD’s non-discrimination and affirmative action policy to LMDC activities and contracts. The ESD Affirmative Action Unit (AAU) is available to assist you
in identifying M/WBEs certified by the State of New York that can provide goods and services in connection with existing and proposed contracts. If you have any questions,

The New York State minority and women-owned business program is designed to assist the growth and development
of businesses owned and controlled by women and minority groups. An important activity of the program is to
