Partial Action Plans
Specific LMDC activities and programs are funded by a $2.0 billion Community
Development Block Grant administered by the United States Department of Housing
and Urban Development (HUD) for the World Trade Center disaster recovery and
rebuilding efforts and a second HUD grant for $783 million for damaged
properties and businesses, including the restoration of utility infrastructure,
as well as economic revitalization related to the terrorists attacks, and to
assist businesses that suffered disproportionate loss of life from the
September 11 attacks.
Consistent with the spirit of the guidelines relating to such grants, LMDC
develops documents called partial action plans that detail the proposed
expenditure of these federal funds for particular activities. LMDC selects
activities based on needs as articulated by the public including residents,
businesses and workers, elected officials and government agencies, and
community based organizations. To qualify for funding activities must alleviate
existing conditions that pose a serious and immediate threat on the health or
welfare of New York City and or meet community and development needs resulting
from September 11, 2001.
Each partial action plan undergoes a multistage review and approval process.
Draft for public comment
A draft partial action plan is open to public comment for a minimum of fifteen
calendar days. Public comment must be made in writing and may be delivered to
LMDC either by posted mail or by electronic mail. When the draft plan is open
to public comment, LMDC places advertisements inviting public comment on the
draft plan in major New York City English, Spanish, and Chinese-language daily
newspapers and weekly community newspapers serving lower Manhattan. In
addition, the text of the draft plan is made available on LMDC’s web site
(www.renewnyc.com)
where public comments can be submitted through an electronic form. LMDC also
distributes copies in English, Spanish, and Chinese to civic and
neighborhood-based organizations throughout Lower Manhattan, elected officials,
LMDC Advisory Council members, and several local library branches.
As submitted to HUD
After the public comment period LMDC reviews the public comments and prepares
for submission to HUD responses to the public comments as well as any amendment
to the partial action plan appropriate in response to the public comments. LMDC
submits the revised version of the partial action plan including the public
comments and responses to comments to HUD for approval.
As approved by HUD
Once LMDC receives notification from HUD that HUD is making funds available for
the partial action plan, the approved plan is posted on LMDC’s web site.
Any subsequent amendments are also posted on LMDC’s web site.
